A former Ramsey County Juvenile Detention Center guard was found responsible for maltreatment after a state investigation determined that the guard exchanged sexually explicit letters with a 17-year-old detainee.
A staff member at the facility first reported the guard passing notes to the teen in June 2024. Staff later found 13 double-sided pages of notes passed between the guard and the teen.
An investigation by the Minnesota Department of Human Services found that the teen and guard, “wrote to one another about their future plans with one another, their love for one another, and their explicit sexual fantasies with one another.”
